I agree very much with r. eckett's ainute of

I would send copy of this to Gov. and say
that on the whole the S. of S. is inclined to think
that no change is called for, beyond the appt. of
dr. Pollock to the Ex. G., but say that the
Gov. will no doubt raise the question again, if and
when he considers more definitely that change is
desirable. Observe that Sir P. Chater is under
a misapprehension as to the eligibility of
aliens to vote or sit under the proposal in 50384.

As to the term of appt. to the Councils,
at present members of the Ex. 0. hold their
office during pleasure, and members of the
Leg. Ú. for six years, I would offer to have
the R. Instructions amended so that the former
will hold for five years only and the latter for
four, if the Gov, still desires this arend-
ment to be made.
